Welcome to Regularity Rally

THE MIDNIGHT SUN RALLY 2010

 


 

The competition is governed by rules and regulations and in accordance with national requirements as laid down by the Motor Sports Association of Sweden (SBF), together with information contained in this invitation and future bulletins.

Responsibility. Competitors in the rally compete at their own risk. FIA, Swedish Motor Sport’s Association, organising clubs including competion leaders and officials accept no liability for damage to competitor’s personal belongings and/or personal injury to competitors during the duration of the competition.

Competitors as a result of their application to compete, have agreed to the publication of personal information in the organisers data register and, within the parameters of the organisers activity, regardless of media type, allowed their names to be published.

9  FORM OF COMPETITION

A national historic regularity rally. Regularity special stages (SS) to be driven on designated gravel roads. Course length ca 1050 km of which ca. 155 km is comprised of special stages (SS)on gravel roads. The competition comprises 3 legs with 2 overnight stops and is driven in accordance with the road book. Re-seeding after each leg with the best placed Regularity driver starting last. Following this, start of Historic Rally.

Testing/training on roads designated for the Midnight Sun Rally is strictly forbidden after publication of this invitation.

Starting interval 1 minute. Intermittent start times apply.

Intermediate scrutineering after each leg finish with final scrutineering at the finish in Västerås.

 

12  COMPETITORS-LICENCE CLASSIFICATIONS-EXCLUSION

Requires a current Rally driver’s license and at least a navigators license for the navigator, approved by the Swedish Motor Sport’s Association (SBF) or another ASN connected to FIA, together with a current driving license approved by the authorities. A temporary license for driver and navigator, approved by the Midnight Sun Rally can be ordered and obtained with application prior to the competition. Maximum number of starters for Regularity and Historic Rally is 165 entrants.

 

Exclusion:
Further exclusion be required the organisers reserve the right to do so.

 

13  VEHICLE CLASSIFICATION-ORDER OF STARTING

Vehicles in the Regularity Rally, the Midnight Sun Rally compete in classes 1 and 2.

Vehicles must comply with current SBF/FIA approved HTP (Historic Technical Passport), HRCP or an identification card approved by MHRF/FIVA. The document must present at the scrutineering.

 

Class 1 Cars with only the original trip meter mounted and manufactured prior to 1981.
Class 2 Cars manufactured prior to 1981 mounted with  extra trip meter.

 

STARTING ORDER: Regularity classes 1 and 2 followed by Rally classes.

 

14  ADVERTISING

The organisers reserve the right, under Swedish Motor Sport’s Association’s (SBF:s) regulations to affix advertisements to the front doors, front fenders and visors above the windscreens, of competitors vehicles. No other form of advertisement is to be posted on the vehicle or on any advertising area designated by the organisers until final scrutiny and prize giving is over. Organiser’s advertisements may not to be removed during the competition. Exemption from this may be obtained at time of administrative check-in and at a cost of SKR 9000.00 excluding vat. This does not apply to advertisements posted on start numbers.

 

15  TEAM COMPETITION

Not included.

 

16 SPECIAL REGULATIONS

Prior to the start of the competition all cars will be scrutineering  by the organisers. At time of scrutineering current HTP, HCRP or FIVA papers must be produced by the driver.

Tyres – free choice.

Competitors in Regularity classes must follow the designated average speed of 50 km/h during special stages. On normal roads designated speed limits apply. Competitors continuously failing to comply during special stages will, in the first instance, receive a warning and thereafter, disqualification. This is to ensure that competitors in Regularity do not ignore such rules.


Class 1, regularity. Are only permitted be fitted with the original, car manufacturers trip meter.

 

Class 2, regularity. Allow for an extra mounted trip meter with a mechanical dial, operated by a mechanical or sensor and driven by a rotating spindle or wire. The following manufacturers are allowed: HALDA TRIP or HALDA TWIN MASTER, BELMOGTWIN, AIFAB GEMINI, RETROTRIP, TERRATRIP, VH TRIP or others of a similar nature. The trip meter used shall be in it’s original condition and without any modification and not be permitted to display the average speed.

Class 1 and 2. Forbids the carriage or use of electronic equipment e.g. GPS, mobile/cell phones, electronic timetables, for the purpose of navigation or measuring of the average speed. However, mobile/cell phones may be carried but switched off, during special stages.

Competition organisers reserve the right, at any time during the competition, to make inspections and ensure that this rule is adhered to. Any infringements will be followed by disqualification.

 

Average speed during regularity tests: 50 km/h.

 

Timekeeping to 1/10th (one tenth) of a second.

 

Penalty for early arrival 20 seconds per minute and late arrival, 10 seconds per minute.

 

English arrow marks apply. International signs.

 

Result and re-start lists will be posted at Rally Information at each leg stop.

 

Re-start: Any driver failing to finish the first two stages will be afforded the opportunity of starting the following stage after normal scrutiny and with a time penalty of 30 seconds per special stage (SS) that the driver failed to complete. A minimum of 30 seconds to be applied based upon the fastest time in the driver’s car/cc class. The same applies to those who were excluded because they arrived late to a time control. Reporting of re-start to Rally Information according to time table. However, retirement during the final  leg will result in exclusion.

Competitors risk disqualification if reported and in the opinion of the stewards, are found to have driven without due care, consideration and attention.

Cars to be equipped with, at the very least, standard seat belts. If belts were not fitted at time of manufacture they must be secured at a minimum of 3 points for both driver and navigator. Crews in open top vehicles are required to wear crash helmets during special stages.

Vehicles are to be equipped with a 2 kilo fire extinguisher, first-aid kit and triangular warning sign.

 

During servicing a tarpaulin, equal to the length and bred of the vehicle, must be placed beneath the car.

19  POSTPONEMENT

With the stewards consent the organisers reserve the right to postpone the competition.

 

20  PRIZES - POINTS - PRIZE GIVING - DIFFERENTIATING

For every 4 competitors in any one class, one prize will be presented. Prizes not collected will be retained by the organiser.
In the event of a tie, finishing times for SS1, SS2 etc., etc., will decide the winner.

50% of the paid entry fee will be returned following cancellation of entry after 18.00hrs. on 11th May 2010. Cancellation after 18.00hrs. on 16th June 2010 will result in loss of paid entry fee.

23  DISPENSATION

Application for dispensation from speed restrictions on special stages (SS) has been made to the County Council (Länsstyrelsen).

 

24  FUEL – SERVICE

Access to fuel is available along competition leg. Service regulations are to be followed. Designated service areas will be notified in advance. Environmental regulations for service, in accordance with the Swedish Motor Sport’s Association’s (SBF:s) national regulations, apply and are to be followed.

 

25  REST PLACES

2 overnight stops plus 3 lunch breaks 45–60mins.


26  RESPITE AND MAXIMUM TIMES

According to SBF’s regulations: max 15 minutes between 2 time controls, max 30 minutes per leg or max 60 minutes for the entire competition.


27 INFORMATION BOARDS

During competion, results and messages will be posted at Rally Information at the start of each leg, breaks for lunch, pauses and overnight stops between legs.
